1.            Major will commence potential proceeding as against the Defendants the Toronto Police and its parties as Criminal Dirty Organizational al (Attachment A), the Office of Justice of Peace and parties pursuant to the Proceedings Against the Crown Act, the Crown Liability Act, and Invasion of Privacy Act.

2.            Since 1991 the Corrupt Toronto Police targeted Major with malice inter alia #wrong charges, #arrest #assault and #torture for his pending litigation and won with #perjury Judges A.A.Osborne JA, M.A.Cadsby J, R. Donnelly J, Ian MacDonnell J condemned @TorontoPolice for abuse of authority. Major requested the Court of Appeal prohibits #Toronto Police for bringing any new charges, unless be supported by Affidavit of Evidence and be approved by the Ontario Court (General Division). 

As result, since January 1997, no charge(s) brought by the Corrupt Toronto Police as against Major in any court. But Corrupt #TorontoPolice, as revenge, asked MTCC 935 not comply with Order of Ontario Court of Appeal MICHAEL MOLDAVER SCCsince January 10, 2019, and verbally insulted Cadsby J for dismissing two malicious charges brought by #Corrupt  52D who tortured him. Then #TorontoPolice continued abuse of Judiciary System by the Neighbourhood Watch Defendants Deputy Peter Yueu, Tam Bui14 Division (D), Jon Collin 32&33D, Andrew Ecklund 42D, Anthony Lamanna 52D, Renee Foley 55D, and their #CRIMINAL DIRTY Civilian DDC informers mostly #Black, #Chinese, #Iranian, #Italian, #Israeli, #Portuguese, #White Females and Corrupt Lawyers who have signed Secret Complaints against Major.

Then Corrupt Police misled the Defendant Office of Justice of Peace (JP) and received by fraud Warrants to Intercept Major’s communication and his movement everywhere in Canada (Major was before a JP he saw Corrupt Police brought too many warrants at College Park, and JP while talking about Hockey signed all of them.). As result from 1993 to 2004 Major filed ample proceeding in civil and criminal courts against all parties that DDC had influence on them. From 1994 to 2004 the Ontario Court made AMPLE JUDGMENTS AND ORDERS AS AGAINST CORRUPT POLICE AND THEIR PARTIES BANKS CORPORATIONS etc ENDED OVER TEN MILLIONS DOLLARS JUDICIARY RESOURCES BY FRAUDULENT acts of DDC CORRUPT Toronto POLICE AND NEGLIGENCE OF JPs. Attachment A  shows  that DDC even deleted 911 and 311 Data when Major called, committed sabotages in his building causing flood and over $30,000.00 especial damages and repair to this date. DDC had mislead the Defendant Peel Police at Pearson Airport who target him with malice. Thus Major asking an Order under that:

A.            This Court Order that all Community Response Offices are illegal and must be closed immediately and dismiss all informers of Neighbourhood Watch in the Province of Ontario.  

B.            This Court Order that the Defendant Toronto Police has no jurisdiction over Major Keyvan Nourhaghighi to obtain Interception of Communication, or intercepting him by its agents.

 C.            This Court Order that the Defendant Toronto Police must support by Affidavit any wrongdoing by  Major Keyvan Nourhaghighi and forwarded forthwith to Royal Canadian Mounted Police (RCMP).

 D.            This Court Order that the Defendant Toronto Police has no  jurisdiction to enter into Major Keyvan Nourhaghighi property MTCC# 935; any information must be forwarded forthwith to RCMP.

Notice of Claim as Against City of Toronto, John Tory (Hereinafter “City”),Toronto Police 14, 32, 33, 42, 52, 55 Divisions’ Neighbourhood Watch And Neighbourhood Watch (“Defendants”)

1.       Since 1991 the Plaintiff, Major Keyvan Nourhaghighi Senior Pilot (“Major”), is taxpayer to the City for his property at 608-456 College Street, Toronto ON M6G 4A3 (“MTCC (35”) as such entitle to all services by the City without discrimination, prejudice, racism  and harassment.

2.       The Defendants are obligated in law to act with good faith and honesty in providing all services to residents of the City and  spending taxpayers’ money according to law enter alia for education, health, libraries, parks, Safety & Security.

3.       Since 1991 Major filing complaints and lawsuits against Defendants’  corruption enter alia, Smuggling from Iran, Bribery, Conspiracy to Torture, Malicious Prosecution and Perjury.

4.       In 1997 Major asked from the Ontario Court of Appeal to declare the Defendants as Vexatious Litigant prohibiting abusing its power in bringing any charges against him. Thus, since 1997 there is not a single charge against Major in any court in Canada in contrary to countless malicious charges to 1997. As the result, the Defendant Toronto Police targeted Major  with malicious acts by the Defendant Neighbourhood Watch, in continuing all kinds of wrongdoing.

5.       The Defendant Toronto Neighbourhood Watch (“Dangerous Dirty Criminals-DDC”) are  groups of multi culture corrupt civilian expert in all kinds of wrongdoing enter alia such Hackers of all computers including all Governments in Canada and USA, banks, The Toronto Hospitals that Major and his family have files. The DDC have stolen countless Major’s properties (KEYS, bicycles, expensive glasses etc), intercepted his private communication, access to all offices’ telephone numbers including Police, Lawyers and Judges; Mischief, Sabotages, Harassment, Obstructions at all Shopping Centers Stores etc. The DDC mislead Kingston Police, Niagara Regina Police, Peel Regina Air Port Police and Security Paragon Security and others agencies.

6.       On November 2018 the DDC, Toronto Police, MTCC 935 and the Toronto Western, Eye Surgery Division, met planned and conspired to create several cause of action that Major fails in his lawsuit against the UHN.  They made fabricate document sing by a doctor alleging Major harassed the staff then mislead Justice of Peace and obtained warrant and intercepted Major’s in hiring  a lawyer at Gary Neinstein law firm. Soon, the DDC conspired with Major’s Condo Superintendent Rubin Perez trespassed his property by said stolen Keys and again stolen his expensive bicycle wheels and asked from Condo’s Security to not deliver the thief information. 

On January 10, 2019, the DDC again trespass MTCC No. 935, 7^th floor and intentionally broken toilet tank that caused flood and Over $30,000.00 damagers to his property. 

On February 4 and 8, 2019 the DDC intercepted Major to Office of ACCES and stolen his USB drive, sabotaged fax system. On February 16, 2019 a1 1:51pm the DDC intercepted the Plaintiffs call to 14 and 52 Divisions, 911, 311 whereas he has filed official complaints against crimes and sabotages of the DDC, asking Police Services to record take pictures of over $30,000.00 damages. The Operator said they will come as soon as the get message. However, two constables of 14 Didion attended about 2Am on February 17. The DDC during 12 hours several times trespassed Toronto Police Computers and Deleted the Plaintiffs call and finally told to Police do not take the report. On February 22, 2019, the DDC again trespass Major’s property at 7^th floor, where it was marked CLOSED DO NOT ENTER and by again opening water caused the 2^nd flood in his property causing more damages to his close and bedroom’s carpets.
